Parliament Approves Motion to Posthumously Honour Former Prime Ministers Rosie Douglas and Pierre Charles

The Dominica Parliament on Tuesday, October 14, 2025, approved a motion to posthumously confer the Dominica Award of Honour (D.A.H) on two of Dominica’s late Prime Ministers,  Roosevelt Bernard “Rosie” Douglas and Pierre Charles.

The motion, moved by Prime Minister Hon. Roosevelt Skerrit, formally recognises the extraordinary national service, patriotism and leadership of both men, who served the Dominica with honour, distinction and unwavering dedication.

In presenting the motion, Prime Minister Skerrit said the nation owed a lasting debt of gratitude to two sons of the soil whose vision, courage and commitment to social justice and people-centred development helped shape Dominica.

“Both the Honourable Roosevelt Bernard “Rosie” Douglas and the Honourable Pierre Charles devoted their lives to the advancement and development of Dominica and to the improvement of the welfare and wellbeing of all citizens and residents of this nation,” Prime Minister Skerrit said.

“This Honourable House deems it most fitting and desirable that the Honourable Roosevelt Bernard “Rosie” Douglas and the Honourable Pierre Charles be formally recognised for their selfless, devoted and distinguished service to this Honourable House, to the Commonwealth of Dominica, to its people, and indeed to the wider Caribbean region.”

According to the motion, the Dominica Award of Honour (D.A.H) will be posthumously bestowed upon both men by Her Excellency Sylvanie Burton, President of the Commonwealth of Dominica. The award represents the nation’s highest honour, reserved for those who have rendered meritorious service to the country.

The House also resolved that the bestowing of this honour be duly memorialised, and that certified copies of the Minutes of the Meeting be presented to the next of kin of the two former leaders.

Henceforth, they shall be formally recognised and referred to as The Honourable Roosevelt Bernard “Rosie” Douglas, D.A.H, and The Honourable Pierre Charles, D.A.H.
