Dominica Signs EC$70 Million Climate Resilience Project with Green Climate Fund
Dominica has signed an agreement with the Green Climate Fund (GCF) for the Dominica Community Resilience Enhancement Project (DOMCREP), a major adaptation programme valued at EC$70.2 million.
Prime Minister Roosevelt Skerrit announced the signing in his Independence Address on November 3, noting it was another major milestone on the country’s journey toward full climate resilience
The project comprises US$24.526 million (EC$66.2 million) in grant funding from the Green Climate Fund (GCF) and US$1.503 million (EC$4.1 million) in co-financing from the Government of Dominica. It will focus on building stronger, safer and more resilient communities across the island. Implementation will be carried out in partnership with the Caribbean Community Climate Change Centre (CCCCC) and represents the Centre’s first single-country GCF project in Dominica.
DOMCREP will target eight communities which have been severely affected by storms and flooding in recent years, delivering a range of interventions to strengthen agriculture, retrofit public buildings and emergency shelters, install early-warning systems and improve national and community-level preparedness for disasters.
“DOMCREP reflects our steadfast determination to build stronger, safer and more resilient communities, guided by the hard lessons learned from past disasters. The EC$70 million investment will directly improve lives across eight of our most vulnerable communities, safeguarding livelihoods, strengthening infrastructure and ensuring that our people are better prepared for the impacts of climate change,” said Minister for Finance, Economic Development Climate Resilience and Social Security, Dr. Irving McIntyre.
“This investment will help to rebuild key capabilities and strengthen key agricultural elements that were significantly impacted by Hurricane Maria, which destroyed over 226% of Dominica’s GDP in 2017. The CCCCC, as a Regional Direct Access Entity (DAE) to the Green Climate Fund (GCF), is proud to support the Government and people of the Commonwealth of Dominica to access its first, single-country project from the GCF. The DOMCREP represents a catalytic and transformative investment for small-scale farmers to the adverse impacts of climate change,” CCCCC Executive Director Dr. Colin Young stated.
According to the GCF, DOMCREP is designed to help Dominica adapt to the growing impacts of climate change by promoting climate-smart agriculture, expanding multi-hazard early warning systems, and enhancing institutional and technical capacity for disaster management. It will also support the establishment of a climate-resilient knowledge hub to guide future project design and policy.
A key feature of DOMCREP is its inclusive approach. The project aims to ensure that at least 40 per cent of farmers and 35 per cent of agro-processors reached are women, while addressing barriers faced by youth and other vulnerable groups. Training, public awareness and community engagement will play a central role throughout implementation.
The project was approved by the GCF Board in October 2025 and formally signed last week. Implementation will span five years, with the Ministry of Finance, Economic Affairs, Climate Resilience and Social Security serving as the national executing entity.
